No. The fonts are converted in your browser and never leave your device.
Not for WOFF and WOFF2: they hold the same tables, compressed. TTF to OTF and OTF to TTF redraw the letters with the other kind of curves; they look the same, but hinting and some features, such as ligatures, may be lost.
WOFF2: it is the smallest and every current browser supports it. Keep TTF or OTF for installing the font on a computer.
Check the font's licence. Many licences allow converting for your own use or for a website, and some forbid it.
